Creating new president were there isn't or ruling contrary to established president may be activist. You have not shown why these ruling should be considered as anything one way or the other. Just that you don't like them. There seems to be some reasonable basis for this ruling, what it seems to highlight to me is not that "big Pharma" is bad but that the FDA should be revamped. If you do give full disclosure to the FDA and they give you the go ahead you should have some protection.
