They need rent-assistance, assistance paying for access to medical care, schools, etc.  Syria and Jordan are absorbing costs of hosting Iraqi refugees and would also benefit by our assistance to them as well, as well as directly to the refugees.  Instead, groups like the IRC advocate for greater resettlement of Iraqi refugees to the US, a lucrative endeavor for them - although it is only possible for a small percentage of refugees.
