Obama is no different than Bush, he calls on the Constitution when it forwards his agenda, and willfully disregards it when it doesn&#39t. He is Bush&#39s third term.

These Dems won&#39t be encumbered or inhibited one moment by obstacles of any kind.

Also at issue could be obscession with achieving anything, even mere feel-good fluff, as well as wariness and resentment about Kyoto in the past. (Something nutty won&#39t necessarily be ratified by the Senate, and could even be resoundingly defeated, again.)

We&#39ll see what happens. Obviously with Russia an arms-reduction treaty is hardly the only, or most important, issue.
